Is your feature request related to a problem?

The current release assumes that there is only a single portal in the entire DNN instance.

Describe the solution you'd like

An update needs to be applied to the provider that allows for the provider email template to be added to all portals during install/upgrade.

If there is already an email template in Site Settings, that portal is ignored. All other portals will have the setting added, if it's missing.

This may require a SQL cursor.
