chown ADD'ed files in openstack/Dockerfile to the openstack user

Files ADD'ed into the image maintain their original ownership, meaning you can't edit these files from within the container without sudo or chown'ing it manually within the container.
Removing the openstack user in favor of the rocky user should resolve this issue as well.
