Update extlibs zlib to v1.2.11 to better support newer Linux

Building GEMPAK on newer Linux has shared library dll-hell troubles with zlib. The problem comes in with some opaque linking to system PNG, which then does not like the GEMPAK zlib. A simple hack fix is to upgrade extlibs zlib to v1.2.11, which likely will be coming in future NCEP NAWIPS release. Might as well do it now to better support Linux versions like RHELv8.
