Update level 3 config

NOAA has started sending level 3 products for korean radars RKJK and RKSG over NOAAPORT. We need to:
- Update the pqact to file these products appropriately (under
level3/nexrad) - Update the TDS station table (and any other config) to reflect these additional products and ensure that they can be queried.
Products from the ERI radar, which is an FAA ASR-11, are also showing up in level3/other; it's unclear based on my conversation at this point whether we should expect these products to continue to flow, or if it's a mistake.
