Add documentation site

Create a GitHub Pages site for CoreWF. WF has lots of documentation in MSDN but only a certain portion will work in CoreWF. The topics to cover are:
- Getting started tutorial
- Roadmap
- Limitations
Also update the .NET Foundation description to include a link to the documentation site.
