How exactly does this Chrome extension work...?

Trying to use/run the latest version in Chrome: https://github.com/UWNetworksLab/uProxy-p2p/releases/tag/v0.9.13
Loaded the extension in developer mode... and Part 2 just completely broken?
It seems to be failing to retry something in the background?
uProxy Part 2 relies on the Chrome App APIs, which are no longer available on most platforms. You might be interested in successors to uProxy such as Snowflake and Outline.
This repository should probably be Archived.
