Change HUC8 Border Color to Slightly Thicker Red Boundary

MPCA :
HUC8 Layer boundaries has no symbol in the table. Include the symbol. Also, the yellow color doesn’t contrast enough with many of the Basemap choices. MPCA staff would prefer a darker color, such as orange
