Change ukat license before making repo public

On 20201209 we discussed changing ukat's license to Apache 2.0.
After the meeting on #121 , we agreed to hold this and to not release to the public just yet. It's likely that we will release it under GPL-3.0 license first and then we may change to Apache-2.0 if necessary.
