data_handler.py can fail without providing useful information

General review of data_handler.py error messages is in-flight. Will pylint and pytest everything before merging. The goal is to avoid E.g. ["index error" without evidence]. Error handling should always try to note causes that would lead to resolution in a timelier manner.
