retrieving an instrumentation value at a given time

Hey Mark,

It would be nice to have the ability to retrieve the value of an instrumentation with a given start time and over a given interval. The documentation here: http://apidocs.joyent.com/napi/cloudapi/#GetInstrumentationValue suggests this should be possible.
