[Bug]: When my desktop is in full-screen mode, the status bar cannot be transparent.

- I have checked the issue tracker if my bug has already been fixed or answered in another (possibly closed) issue.
Steps to reproduce the issue
When I'm not in full-screen mode on the desktop and enable TranslucentTB, the status bar becomes transparent as expected. However, if I switch to the desktop or open an application through the status bar, the transparent status bar becomes ineffective
Expected results
I hope it remains in a transparent state consistently.
Actual results
But it is not transparent
Windows version
Windows 11 Insider builds (builds 22623 and up). Please mention exact build.

Check your settings, you probably have the "desktop" mode set to "normal"

I have set the desktop to transparent and tried reinstalling the application, but it still remains this way. My Windows version is Windows 11 Professional, 23H2, 22631.2861.
This happens on Windows 10 22H2 (Build 19045.3930) also.
