Uninstall - reboot your PC - reinstall then it can work properly.

I am using the TranslucentTB-portable-x64 version. "I have already deleted it and restarted, but it has no effect."

I guess when you delete the program it doesn't delete all the files related to the program or you may be missing a windows dll file or similar file that the program needs to run. I only have the same problem on rare occasions when I take my computer out of sleep mode, but restarting it solves the problem.
If you don't want to bother finding the missing file, you can try a clean format. It is tedious but there is nothing to do :(

Restart Windows Explorer from Task Manager
Open TranslucentTB
This should work.
