unregistered stake key throws general error

If a wallet's stake key has never registered then it is not onchain hence Koios fails/not found.
All stake keys should be staked to a pool or atleast have registered at some point. This in itself will help with multiple wallets being created. Each registration costs 2 ada. The act of delegating to a pool registers the key on chain.
How we handle it is up to you guys.
