UI support for premium tokens

Implement support for displaying premium (project_locked_rewards) tokens, selecting them, and sending "unlock=true" when any are selected. There's a tosi_fee feature flag which shows the current fee and a tosi_fee_whitelist list of pools which are not charged.
Testing on testnet (Vasil/Babbage) is working. Initial tests on mainnet failed with a connected wallet.
