[Clarification] "Draw rectangle" command is missing

Under "outline fill rectangles", the spec says that "This command combines the fill and draw rectangles command into one". However, there is no "draw rectangles" command.
Oh right, this needs to be improved. I'm thinking about adding a draw rectangles command as well
This is now fixed.
