[Feature Request] Bloom Intensity toggle

What should happen

Some people do not like how intense the default bloom effects are, so yeah, why not have a toggle in the menu for more control?
The effect is very easily tweakable via editing the file manually too, but yeah, laziness exists after all lmao.

I think I see some code related to this, in timecycle.ixx, so perhaps there is no room for menu toggles anymore?
