Unable to read nonpdrm file??

Error
Cannot start this application. You must download the application again from [download list] in [PS Store] (C0-92500-6)
unable to load any back-ups from live screen
i am only using sd2vita (no additional sd card just internal space and sd2vita)
my internal vita memory is mounted to imc0 after using SD2vita but i still have access to it and ur0, not sure if that is normal or if i should be using imc0 instead of ur0?
This is my 6th days trying to resolve this and everyone on various discord servers have been nothing but rude when i only seek help :(( thought i'd ask the big boys for help this time...
my tai config read as below
This file is used as an alternative if ux0:tai/config.txt is not found.

henkaku.skprx is hard-coded to load and is not listed here *main
main is a special titleid for SceShell ur0:tai/henkaku.suprx *NPXS10015
this is for modifying the version string ur0:tai/henkaku.suprx *NPXS10016 # this is for modifying the version string in settings widget ur0:tai/henkaku.suprx

UPDATE : back-ups are able to launch now after randomly leaving my vita alone for awhile but when trying to download new ones i receive
ERROR : Download failure: scePromoterUtilityPromotePkgWithRif failed: 0x80010002
why do i get this error? is this a download_enabler.suprx error rather than having to to with nonpdrm?
jjust need a little insight i'm pretty new to the scene i really do appreciate anyone's time
