Portal Teleport time

Even when players disable immersive portals client side on a server, they still get teleported instantly upon touching the portal. Maybe original portal behaviour could be returned for users with immersive portals toggled "off"
The issue I have with this is that portal time actually affects gameplay. It'd be odd if some players could instantly go to the nether and others can't. I might add a config option for it at some point though
Thanks for considering it. At least players who have it disabled would actually know why theyre not teleporting instantly. Its just that some people on my server want to be able to move through portals without actually using them to get to the nether instantly.
