Details to be decided, the initial obvious collection is the open corpus: http://s2-public-api-prod.us-west-2.elasticbeanstalk.com/corpus/
However, they have a range of other stuff that is worth a look at: https://allenai.org/data
@jdddog assigning this to you, feel free to prioritise as you see fit. Sometime in 2020 would be nice, but not set in stone
