创建/更新函数的时候，需要同步更新函数层的版本

通过自定义脚本，创建更新函数的时候，层的版本有变化，需要同时更新/绑定层的版本，期望可以支持在function发布插件或@cloudbase/manager-node的sdk内支持这个功能~
