Group configuration

Users should have control over some settings in groups:
- Switch between automatic source replies having multiple links or having an inline keyboard like channel sources
Group settings should be done in PMs. Bot already tracks which groups users have admin permissions in, can provide groups user has permissions to change. Should allow fallback of forwarding a message from a group they should be able to change settings in.
