Automatically post submissions to channel

[Syfaro]

The bot should be capable of managing a Telegram channel on behalf of an artist by automatically posting their artwork from FurAffinity, etc. When artwork is reverse searched, the bot should always prioritize that channel post as the most relevant source.

Implementation details:

• Verify artists, only allow this automation for the users posting the artwork.
• Store all of the managed posts to use as a primary source index (but still send to FuzzySearch?).
• Some way to allowlist/blocklist posts based on tags.
• Likely dependent on Syfaro/fuzzysearch#6 to collect new posts instead of having to periodically scrape pages.
