Disable Self-Voting in Referral, Support, Mentorship Programs

Upon my regular audit of the governance process, I noticed that some profiles are voting themselves in the Community Building Programs (Referrals, Support, and Mentorship).
Referencing one's own profile from within these programs should not be allowed, as it defeats the purpose of the programs and creates an obvious route for gaming the system.
