Crash fish don't activate consistently

Describe the issue.
Basically was weekly testing nitrox to see if bug fixes were implemented, me and my friend noticed, that when i host and start the world for the first time and head directly down into where crash fish spawn, they spawn but they do not move when a player is near. so what i did was restart the world and they actually did something.
Describe the steps you took to encounter the bug.
Start server go to crash fish location. and wait until they reacted, but they didn't. to save server world. start it again join back. and now they do something.
