Windows 2019 hangs on Running...

Following the setup guide, (Mac OSX Monterey, vagrant 2.2.19, latest virtualbox (earlier versions kept giving me "installation failed")
I did...
packer build --only=virtualbox-iso windows_2019_docker.json
.. a lot of good things happened but it's stuck here now:
... if I exit the windows, erm.. window.. the VM is deleted completely, so I'm not sure what I should do here. Type $ vagrant box add windows_2019_docker windows_2019_docker_vmware.box into the windows VM window?
oop nevermind after about 20 more "Running"s it continued!
