general comments form for aisafety.info

People are leaving comments on individual questions/answers on aisafety.info which are actually relevant to the site as a whole. So a comments form for general site comments would be a useful feature.
This was discussed today during Stampy Big Picture Q&A, Rob seemed to like the idea.
