Re-pull historical stamps data

Stamp collection was down for a while, so it'd be nice to re-collect the stamps from Discord logs. I think there was a function which does this somewhere, @robertskmiles knows more.

This isn't the first time this has happened, that's why I had negative stamps for about 2 months, the consensus was that reload stamps would take a long time and so it wasn't worth it. But the command is s, reloadallstamps I believe. Only @robertskmiles can run it, however.

With the addition of new stamps with #219 and with multiple gaps in time with stamps being broken, it may be worth considering. We should probably back up the table though just in case.

Will also need to merge #223 before we can do this.
