Placement Group Registrant search block error msg 'No People Available' should be reset on re-entry of search criteria

Description

In the Event Placement Groups > Registrant search block on the left,
when moving the last available person out of the list of Registrants, or entering search criteria that returns no results, the Registrant select block has a centered message 'No People Available.' Entering a new selection criteria displays one or more people over the top of this message. The message 'No People Available' is not reset to blank on the re-entry of a value in the search field.

Actual Behavior

The error message 'No Available People in the Registrant placement search box is not reset on the change of the search criteria.

Expected Behavior

Clear the error message on the re-entry of search criteria.

Steps to Reproduce

Create an event with placement groups.
Search for a unique person.
Place them in a group.
View the message 'No People Available'.
Change the search criteria to display one or more people.
View the error message under the list of people.
