Raytrace range does not respect the radius of the Blindness and Darkness effects

Issue description
Using default settings, Jade can target blocks and entities that are just outside of the visible range of the Blindness effect (I suspect it's a 5m reach in a 4m fog).
Extra reach also does not respect the fog of Blindness and Darkness effects. When set to 20, the player can target a wide band of things outside the visible range of the Darkness effect.
