Pythorch nms windows, and vs2019 compatible
- It does not likes spaces in path, so put it in simple path (c:/nms for instance) and run 'python build.py install'
- It does not likes multiple versions of vs installed simultaneously in system.
Tested on: win10, vs2019, python 3.7, cuda 10.1, cudnn 7
