Auto-generate a timestamped DCAT description of the latest-status dcat dataset

Now that latest-status.ttl is only updated if there is a change in at least on of the servers' status, it now happens that if there is no change then there is nothing new to commit.
We want to add a DCAT snippet describing the latest-status.ttl dataset with a timestamp of the latest update.
