Describe the bug
Prevents WinDebloat running if the user has never run winget list and accepted source agreements.
Minimal Repro
-Log in to Windows with a user account that has never run winget list before (and therefore has not accepted the source agreements)
-Follow the WinDebloat installation instructions
-Run WinDebloat
