Switch Down, Switch Left, etc

What's the story behind SwitchDown, SwitchLeft, etc?
Are these for handling split screens? Seems unlikely because Sublime doesn't have split screens by default. I use Origami.
Someone asked about this at Intellij support and a Jetbrains employee said they look like "old obsolete hotkeys for Views Switching".
