Implement the "bezier" command and add a test / example for it

Revising this, I find implementing it quite unlikely.
RMagick accepts any number of points (at least four) and cannot figure out the behaviour for some quantities. Furthermore, the original RMagick has been dead for a while.
Nonetheless, I do accept pull requests.
