apply page offset is not working - what are steps to troubleshoot?

What are steps to troubleshoot, the 'apply page offset' feature, not working ?
e.g .nothing happens after clicking OK to apply the offsets ?

Steps to apply the offset (that resulting in no change and no error message)
1 expand bookmarks
2 select all bookmarks
3 click icon or select menu item (apply offset),
4 enter offset number e.g. 10 in my case
5 click OK

Nothing happens. No change in PDF.

Is there a log file I can try to troubleshoot?
how do I know the install is correct ?
I downloaded 2.5.2 and I am running the java app from terminal on 10.15 osx by typing java -jar [then I drag the .jar file into terminal]
