Improve the Saving Functionality for Quarterly Reports inputs

The current save functionality requires users to click a "Save" button for many, but not all, inputs on the Quarterly Report form.
We'd like to improve this functionality so that users don't have to think about saving.
Options include:
- Auto-save
- Make every button save every field
- Save on blur
