[Feature] access control like flatpak

Feature Request
In flatpak, each package is isolated. I am hoping for a similar mechanism to be implemented with scoop.
Specifically,
- App's persist data shouldn't be accessed by any other apps (including the exe installed from other sources, except system apps like file explorer). This may be implemented with NTFS permissions? I am not familiar with it.
- App permissions should be granted before usage.
