[CFe] Deprecate using Tensorflow 1.13.1 ?

Recent upgrade of FlatBuffers game build failure of old TensorFlow-1.13.1 build
- #12933
- patch is fired and this build failure can be fixed
There are some legacy modules that reference tf-1.13.1 but are not maintained anymore.
I'd like to ask to deprecate(remove) tf-1.13.1 from source tree and disable referenced modules.
As there is a fix so deprecate is optional, but may require further maintenance costs.
Any comments?
I'll leave this issue opened for a while and if there is no objections, I'll begin deprecation.
