add late-time flux models from Vartanyan & Burrows 2023

Incorporate the new batch of 100 2D models from Vartanyan and Burrows into the snewpy model classes. The models go to late times and cover a large number of progenitor masses.
Warning: I downloaded these and the complete set includes 600 ASCII files taking 567M in total. Compare to the Warren_2020 model with 600 HDF5 files, 164M in total. We may need to reformat and/or compress the files.
Issue cleanup: this is addressed in PR #283. I ended up reformatting the 600 ASCII files into 100 HDF5 files, which are uploaded in the snewpy-models-ccsn library created by @Sheshuk. The total size of the model repo is 257M and it is compatible with the format used in the Fornax_2021 models. We can close the ticket as soon as the PR is approved.
