Extend collaborator rights

Currently, my action is needed for the maintenance of this library, because:
- I'm the only one that can push to CocoaPods
- I'm the only one with access to the CI configuration
- It is seemingly not clear for the other collaborators that it's fine for me if they step up and just merge PRs (if the change is approved by at least one other collaborator)
As we have seen with my inactivity in the last months, this system doesn't work well and therefore steps should be taken to ensure this library is maintained even if I happen not to respond in time. Therefore, I will need to look how I can give the other collaborators access to CocoaPods and the CI configuration, and clarify the PR merging and release policy.
Addressed in #83.
With the new model of core contributors, it's also possible to spread responsibility to manage Bitrise & CocoaPods.
