Allow install_managed to use environment variables

I'm interested in functionality that solves a current problem or limitation in how CumulusCI works.

Currently, installed_managed doesn't support environment variables.

install_managed should support environment variables

Describe alternatives you've considered

I am looking into using update_dependencies. This will require create a dependency on a package back to itself. I would prefer to use install_managed.
