I think we should put this one on hold to see how the City Safari events work out. According to the blog: "Trainers will encounter Eevee wearing an explorer hat at the beginning of the City Safari Special Research! We encourage Trainers to travel and explore the city with their new Eevee as a buddy. This event-exclusive Eevee can be evolved into any of Eevee’s known Evolutions, so Vaporeon, Jolteon, Flareon, Espeon, Umbreon, Leafeon, Glaceon, or Sylveon wearing an explorer hat can join the fun!"
...so it's not in the wild even for ticket holders and appears unlikely that you can have multiple for a shiny living dex. In that case, we may elect not to add it to this shiny checklist at all.
I have found all the Eevee family with Safari Hat assets with the help of someone via pokeminer github: pmXXX.cMAY_2023. I've staged a Fork with these added but I haven't done a Pull Request yet to add them to the Shiny Checklist--I'm not yet convinced we should add them to the Shiny Checklist pending the outcome of the first City Safari tomorrow revealing their availability.

In theory you can have 16 encounters, 2 days tickets grant 8 each. And there are players that will visit more than 1 event.
This is already more chance then the spark elekid, blanche lapras and the tie ponyta, which are all in the checklist too.
I trade the missing ones with friends that don't collect costumes, so I managed to get most of them so far. I can image there are more players that do it this way and find a way to complete the set for the living dex. I would like to see them in.
I work in aviation, so Im in Seoul now, and will be in Mexico for the city safari there. (if no changes to my flights). And fingers crossed I'll get some shinies ofcourse.
side note: I'm thinking about forking the project to remove all the paywalled and ridiculous endless costumed mons to make a free-to-play checklist. The odds of getting this Eevee w Safari Hat shiny and then evolving them to all 8 possible evolutions seems hopeless given that most have likely burned the naming trick ages ago with previous Eevee costumes. Like Pokeminer, I continue to get disheartened with the direction Niantic has taken the game.
Since I've done the leg work of prepping these to be added, I did a PR #262 to add them... but I'm not gonna like it :-)
