[Bounty] SR Guide pointing external link

In Voting page, the link to know more about SR is directing to a page hosted by external domain (Medium). For being a professional portal, we need to have this link directed to a page hosted in Tron's official domain. Who knows medium change the content in that link at some point in time, so better be pointed to Tron's domain.
