Feat: Add `script` template

As a user of Ion, I would like the ability to quickly generate a new 'Ion (Julia) script' quickly from the Ion command line.
Despite the fact that these script files are already quick to create manually, creating a (customizable) template to get Ion users started would, I believe, help this feature get more usage - a template / example will provide users with an easy way to understand what the 'script' system in Ion can do for users, and help get them started using the awesome scripting feature in Ion.
