Smallest valid program?

I want to know for 2 reasons:
- I'm too lazy to test it myself (lol), and I want to ensure that all implementations (1st-party/"official", and 3rd-party) are consistent, and that the spec itself is consistent and explicit about this
- I opened this PR at
/mathiasbynens/small, and want to make sure the file is extremely minified
