Update the rules-transform logic to use multiple parameters per rule

compliance-trestle has added support for multiple parameters per rule. This provides the underlying logic for the rules-transform action and corresponding rules YAML. rules-transform should be updated accordingly once this is released.
Additional context
The supporting logic has been merged into the trestle develop branch - oscal-compass/compliance-trestle#1499
