Adding a governance.MD file

Down the line, it might be useful to add a governance.MD file (a few examples below) to the GitHub repo, or even include as a Wiki page. This file itself might be subject to meta-governance, in the spirit of RxC ideas.

great idea--I created a basic one to get us started, with the intention that operations can become more democratic down the road if we end up with a group of frequent contributors.
