[Issue]: `hipDeviceSetLimit(hipLimitMallocHeapSize, -)` does not behave as specified

Problem Description
hipDeviceSetLimit(hipLimitMallocHeapSize, -) does not behave as described in the documentation. The docs state that this function sets a "Limit of heap size in bytes on the current device [...]". However this doesn't seem to limit heap size -- using hipDeviceGetLimit() the total global memory size is returned independent of the set limit (the source code here also seems to imply this) -- and regions much larger than the limit can be malloc-ed and written to without problems. Based on the source code here it appears an initial heap size is set instead of a limit?
Further, if the limit is set to 0, the kernel with segfault upon calling malloc. Looking at the source code here this might be because some buffers are not initialised when the initial heap size is 0.

@jonathanplsmith you are correct that that limit is used to define the initial size of the "heap" rather than the maximum size. The HIP malloc implementation is deliberately providing a more CPU like implementation. I'd say it is a bug that setting the limit to zero causes a memory fault, but on the other hand setting the limit to 0 and then calling malloc is inconsistent.
