cannot parse apk file when encrypted flag is set

What steps will reproduce the problem?
1. try to convert APK files with encrypted bit set

What is the expected output? What do you see instead?
dex2jar cannot handle the file at all:

dex2jar /tmp/delta.apk -> delta.jar
