Create new ErrorPage component

Feature description
We currently have a 404 page in the Textbook beta project — you can see it here https://learn.qiskit.org/test-page
The qiskit org project needs an error page, though we don't have one.
This feature request would be to take what exists in the Textbook beta project, and create a reusable page component that can be used in both projects, therefore giving our users consistency across both experiences.
